I've heard about this! Friends of ours that we met when we were living in Vietnam planned to move back to the UK (where they're from) and had a house lined up, papers signed, deposit paid and everything. Months later the seller changed their mind - I had no idea that was an option and am sure it's not just tough for locals but a huge surprise to foreigners who never would have considered that being an option!
